क्या कोई बता सकता हैं, बारिश या sewar का पानी न निकलने की complian कहा की जा सकती हैं, Eservice .mc.bathinda में UId नंबर माँगा जा रहा हैं , वोह नहीं हैं

I am trying this no. 1800 180 2428 for last two days. But no one is picking phone. On Saturday my dad personally visited the concerned department. They assured to sent workers for the cleaning of seewer but still no one came.  
Neither they are picking complaint contact number nor rectifying the complaint lodged offline.
